The union claimed that it found out about this after a joint team of GSU led by its president Binya Ronya along with members of WSDSU and AAPSU led by Jumrik Bagra and Marli Kamki inspected the school uniforms received by DDSE, Aalo for distribution at the store room of GHSS here today.
The GSU also submitted a memorandum to West Siang DC Pige Ligu, demanding immediate stop on distribution as well as recall of uniforms from various schools of the district until actual uniform size of students from respective schools is put forward by the concerned headmaster/principal. Students further said that supplier’s bill should not be cleared till new uniforms are supplied.
Terming the alleged irregularity as wastage of funds which deprives the poor students of school uniforms Ronya further urged the administration to initiate prompt action in this regard.
Fire swallows two dwelling houses

Communities resolve to move forward for peaceful coexistence
ITANAGAR, Oct 12: The Galo and Tagin communities have resolved to maintain mutual harmony for a peaceful coexistence. A joint release from Galo Welfare Society and Tagin Cultural Society stated that the resolution was taken after a peace mission committee consisting of members from both the tribes came to an amicable solution in the aftermath of the incident at Aalo where a house was ransacked after allegations of rape.
The joint resolution also stated of initiating cultural exchanges and treating incidents happening among the members of the two communities at an individual level instead of giving it a communal colour.
Earlier, after prolonged discussions it was decided that the rape case would be left to be dealt with as per the law, while traditional appeasements were made for ransack of the house, added a release.

‘Mothers’ Vision’ clears dumping ground
AALO, Oct 12: Heaps of debris dumped by the entire dwellers of Aalo township on the left side of the road near Aalo Army Brigade was cleared in a social service conducted recently by the NGO, called, Mothers’ Vision.
Representatives from all households from Hissam Colony participated in the social work and erected fencing around the cleared site. Flower and tree saplings were planted after clearing the entire garbage. The NGO has appealed the people of Aalo not to throw garbage in the cleared site. DIPRO
Release pending salary: AAPLU
ITANAGAR, Oct 12: The All Arunachal Pradesh Labour Union (AAPLU) in a memorandum to the chief secretary demanded early release of three month’s pending salary of labourers working under Art and Culture, Fishery, Forest and Printing departments. It further claimed that the bonus and arrear of some labourers have not been paid.
The Union warned of launching democratic movement if the demand is not fulfilled at the earliest.

APCTA Basar unit calls of stir temporarily

ITANAGAR, Oct 12: Stating that Tabio village under Leporiang circle is facing erratic power supply, the Leporiang Panchayat Youth Welfare Society (LPYWS) has urged for posting of a regular junior engineer at Leporiang to monitor the situation.

Arunachalee boy killed in Dehradun road mishap
ITANAGAR, Oct 12: An Arunachalee boy identified as Hajari Chiri(21) was reportedly killed in a tragic road accident when his motorcycle (Pulsar 180 bearing registration number UK07AN 1615) hit a crane near an ongoing construction site at the highway around 11 PM on Sunday in Dehradun. He was a 3rd Year BSc Forestry student in Dolphin Institute of Biomedical and Natural Science, Dehradun.
Late Hajari was son of Anil Chiri of Nere Village in East Kameng district. He was also an incumbent president of Dehradun Arunachal Students Union.
The Ballupur Police informed The Arunachal Times that late Hajari was returning from
his friends’ place when he met with the accident. Police further added that 21-

By the time, the relatives and other Arunachal students arrived; Hajari had already breathed his last. Infuriated relatives who are also in Dehradun blamed the crane operator for the death of the young boy claiming that the crane was parked haphazardly leading to his fatal accident. They appealed to the police authority to give exemplary punishment to all those including the operator who are responsible for the road accident.
The Ballupur Police has reportedly arrested the crane operator and detained the crane today. The body of late Hajari was later handed over to the relatives after post mortem and taken to Delhi this evening to fly back home.

ITANAGAR, Oct 12: West Siang won the men’s senior championship title in the Second State Level Boxing Championship which concluded at Rajiv Gandhi Stadium, Naharlagun today.
The West Siang team bagged two Gold and as many Silver medals in a highly competitive senior men’s championship where no team could win two gold medals barring the champion team and Kra Daadi.
Kogan Potom (West Siang), a student of Gorkha Training Centre, Shillong, beat Hammar Wai of East Kameng in senior men’s 52 kg category to win gold. The second gold medal for West Siang was bagged by Tenden Meiti in 69 kg category. He defeated Bamang Tanying of Kra Daadi. Gumin Gara and Robert Digam won a Bronze medal each for West Siang.
Kra Daadi finished second in men’s senior category with two Gold and one Bronze medal.
Dari Laknia and Sanjay Techi Tara bagged one gold medal each for Kra Daadi in the senior men’s category.

Sanitation campaigns reach remote Jengging villages
YINGKIONG, Oct 12: As a part of National Sanitation Campaign from Sept 25 to October 11 under Swachh Bharat Mission (Gramin), the PHE & WS Division, Yingkiong conducted mass sanitation awareness camps at Moying, Bomdo and Janbo villages under Jengging block recently.
The awareness camp in these villages comprised of mass sanitation rallies, social services, hand washing training, essay and painting competitions and interpersonal communication. The camp was attended by the PRI members, Goan burahs, public, teachers and students of Govt schools.
These camps were conducted to create mass awareness among the rural populace for constructing sanitary toilets in every household, promoting cleanliness and hygiene to improve the health and hygiene status, elimination of open defecation, the importance of hand washing in daily life, the necessity to save water and safe drinking water and solid and liquid waste management for cleanliness in rural areas.
Nikita Panggam, CO Jengging participated in the sanitation camp at Janbo village wherein she asked the villagers to construct sanitary toilets in every household and maintain cleanliness in the village.
The incentives to households with sanitary toilets were also paid during the awareness camp by the department. "Dadri lynching 'serious' violation of human rights"
New Delhi, Oct 12 : National Human Rights Commission (NHRC) today described the killing of a man in Dadri area of west UP last month as "serious" violation of human rights but expressed inability to take any action, saying the matter was already with the Minority Commission.
The Acting Chairperson of the NHRC, Justice Cyriac Joseph, said that the panel had no jurisdiction to take cognisance of violation of human rights if another Commission has taken note of it.
"Dadri incident is a very serious violation of human rights and some complaints have come to us. But, under the statute, we have no jurisdiction to take cognisance of violation of human rights if already another Commission has taken note of it.
"This is the restriction of the statute imposed on us.
However, Justice Joseph said he was exploring the possibility of doing "something" in the matter.
"As Minority Commission is dealing with the case, we cannot proceed with it, however, we are examining it and also exploring the possibility of doing something in the matter," Justice Joseph said at 22nd Foundation Day of NHRC today.
Section 36 (1) of the Act states that the Commission shall not enquire into any matter which is pending before a National Commission, State commission or any other Commission duly constituted under any law.
On the issue of beef ban leading to serious law and order situation, Justice Joseph said even though the Commission has not formed its stand on the "complex issue", it is bound to protect the "citizens' right to food of their choice."
"We have a democracy here and all those who are involved in the democratic life of this country, be it the political parties, the law enforcement agencies or judiciary etc, everyone should be concerned," he said. PTI

Don't let situation go out of control
The kind of intolerance India is witnessing at the moment is frightening and does not augur well for the future. Recently a man was killed at Dadri in Uttar Pradesh allegedly for consuming beef. Instead of condemning the gruesome killing few members of saffron brigade justified the killing. Also in recent days many Sahitya Akademi winners have returned their awards as mark of protest against killing of writers like Kannada scholar and rationalist MM Kalburgi.
Today in another shameful incident, members of Shiv Sena which has been opposing
the book launch of former Pakistan foreign minister in Mumbai threw black ink on
Sudheendra Kulkarni, the organizer of the event. Kulkarni also alleged that attackers
abused him and threatened of dire consequences. This kind of attack is growing across
the country. Such is the situation that today if your opinion differs with that of

Central offices in Arunachal Pradesh
Dear Editor,
Central govt have established some offices in the twin capital of the state. These offices have all required comforts and Officers and staff are normally posted from central/regional cadre.
If the performance or achievements of these establishments are perused or analyzed, it is found that even with available required infrastructure with them, they are failing to deliver well to the state.
In three years of tenure, they take the first year to study the past activities,
visit sites, that too northern part of this State and in the 2nd year they plan what
they will do; arrange some meetings/workshops in expensive hotels with expensive
tea, lunch and dinner. And in the 3rd year, they start calculating on which date
they will receive their transfer order by e-
During an event few months back in Itanagar, where I was a participant, there were lot of assurances from the representing officers of a central organization to the participants. Participants having been lured start dreaming for advancement of the community and the State. Then they approach such offices soon after the meeting/workshop and submit applications following the advices of the speakers of the organizations.
Thereafter, time comes for the applicant to prepare a big file with hundreds of queries; in the mean time, the applicant has to meet the officers personally for series of discussion in her/his office chamber and come back with assurances.
More or less, 6 months shall pass and all of a sudden, the applicant receives a letter that there is no fund for the scheme/program or the scheme has been abandoned.
It had happened with R.K.Mossang Memorial Society, Jairampur. Having been assured
by the General Manager and the Deputy General Manager of a central organization,
Itanagar in a workshop organized by them, the NGO had submitted an application seeking
financial assistance of Rs.72,000/-
These offices seems to think that Arunachal Pradesh consist only of Itanagar, Aalo, Tawang, Bomdila and Ziro. They are ignorant about other parts.
These offices should have 100% officials from North Eastern Region. With few exceptions, these central govt organizations working in the state don’t seem to appoint officers and staff in senior category.
Ridiculously, an Officer of the Central Board posted in Itanagar can only converse in English and his mother tongue. Most of them are from outside and obviously ignorant about this State and its people. In such a situation, what sort of development can they think or the State can expect?

A legal notice of Rs 2 Cr.

When I received a legal notice from MLA Kalikho Pul, through his advocate claiming
Rs. 2,000,00,00/-
I spent sleepless nights without meal for several days as to how and from where such huge amount could be claimed through the lawyer by Pul. I am from a poor family and not in a position to meet my bare needs. Even after the summation of my all movable and immovable property, it is not worth Rs. 5 lakhs. Due to excessive mental and emotional trauma because of the notice, my health has deteriorated badly.

It is evident that Rs. 1309.79 lacs was sanctioned for construction of motorable suspension bridge at Manchal from NLCPR by Calcutta based Damoder Ropeway Construction Company in the year 2007. The amount has been completely drawn leaving only 1 crore in departmental custody without starting any work at Manchal. The completion period was only 2 years but till date no work has been initiated.
I would like to convey that I have neither mentioned Kalikho Pul’s name nor have I said he has directly misappropriated the fund.
Pul has been an MLA since 1994 and served the state in various capacities like Minister for Finance, Power, Land Management, RWD and Health and therefore all positive development and negative fallout in the district is credited to him.
As a responsible citizen of Anjaw District, have I not got the right to ask/enquire about the every developmental activities taking place in my own area?
Have I not got the right to expose before media on the untoward activities taking place in the name of development in my own area?
It must be clarified whether the long cherished venture of Halaipani Hydel Project and motorable suspension bridge at Manchal have been accomplished within the time frame?
Pul through his lawyer has claimed Rs. 1 crore on account of loss of reputation. May I know from him that what scale or unit has been taken to estimate the amount? Similarly, he has claimed another Rs 1 crore on account of damages for mental agonies, torture and physical harassment. But he has forgotten to describe the intensity and degree of agonies, torture and physical harassment.
In the light of above mentioned facts, I once again remind him that I have no personal enmity with him. I have neither given any derogatory statement against him nor blamed him of misappropriation in the two mentioned projects.

Rono Hills need attention of all
Dear Editor,
The Rajiv Gandhi University, Rono Hills is facing lots of problems but none of the problems are being given importance by concern departments and the government. Scarcity of water in campus, absence of boundary wall and the dilapidated road condition are some of the issues. Series of memorandum, proposal and the talks have been made but there is no result till today. Recently, the RGUSU team headed by President had met Kiren Rjiju MoS (Home affairs) to appraise him about the water problem. In September 2015, the union had submitted a memorandum to Secretary of Planning, Govt. of Arunachal Pradesh to include the augmentation of water treatment plant proposal in the priority list of Annual Operating Plan under NLCPR.
The University Link Road is in a very bad condition which comes under the purview of PWD, Doimukh Division. The students union had submitted an appeal letter to concern Department but no initiation has been taken till now.
There is total absence of drainage system which cause the erosion of road where the buses run every day, carrying hundreds of students.
Our university is frequently visits by dignitaries and research scholars from outside the state so it is a matter of shame that the road connecting to central university is in such a bad condition. In our state there is a rich tradition of decorating the road when there is a visit of central minister but fails to realize that it is the people of state who walk, drive and use the road every day.
Hence, it is my humble appeal and request to the concern authority and the Govt. of Arunachal Pradesh to save the prestige of university and state as a whole. I also request the media fraternity to give due space for such grave issue instead of giving high and priority space to the programmes and function, because we believe media is the only medium through which our issues and sentiments is conveyed to all.
