Union alleges sub-standard school uniforms

ITANAGAR, Oct 12:  The Galo Students Union (GSU) has claimed that the majority of the school uniforms supplied for distribution to various government schools under West Siang district are sub-standard and too small in size for the students of class 1 to 8 to wear.

The union claimed that it found out about this after a joint team of GSU led by its president Binya Ronya along with members of WSDSU and AAPSU led by Jumrik Bagra and Marli Kamki inspected the school uniforms received by DDSE, Aalo for distribution at the store room of GHSS here today.

The GSU also submitted a memorandum to West Siang DC Pige Ligu, demanding immediate stop on distribution as well as recall of uniforms from various schools of the district until actual uniform size of students from respective schools is put forward by the concerned headmaster/principal. Students further said that supplier’s bill should not be cleared till new uniforms are supplied.

Terming the alleged irregularity as wastage of funds which deprives the poor students of school uniforms Ronya further urged the administration to initiate prompt action in this regard.  

 

Fire swallows two dwelling houses

ITANAGAR, Oct 12: The dwelling house of North East Students Organisation (NESO) Chief Coordinator Pritam Bhai Sonam was reportedly gutted down in a devastating fire that broke out on Sunday evening at Upper Sinki Park here.

The police source informed that fire broke out around 6: pm.  The source of accident is yet to be ascertained, however, it is believed that short-circuit may have caused it, police added. The fire was so devastating that no personal belongings could be retrieved.  All household items including local beads and cash were reduced to ashes during the accident.

Sonam is currently camping in Delhi on Chakma-Hajong issue. The authority has assessed the damages and likely to submit it to the district administration.  

Meanwhile, in another fire mishap that broke out today around at 3.00 pm at Vivek Vihar here, the dwelling house of one Sonam Yangda was reportedly burnt down.  By the time fire brigade reached the spot, the house was reduced to ashes and no belonging could be saved.

 

Communities resolve to move forward for peaceful coexistence

ITANAGAR, Oct 12: The Galo and Tagin communities have resolved to maintain mutual harmony for a peaceful coexistence. A joint release from Galo Welfare Society and Tagin Cultural Society stated that the resolution was taken after a peace mission committee consisting of members from both the tribes came to an amicable solution in the aftermath of the incident at Aalo where a house was ransacked after allegations of rape.

The joint resolution also stated of initiating cultural exchanges and treating incidents happening among the members of the two communities at an individual level instead of giving it a communal colour.

Earlier, after prolonged discussions it was decided that the rape case would be left to be dealt with as per the law, while traditional appeasements were made for ransack of the house, added a release.     

 

ZPC survives no confidence motion

ZIRO Oct 12: No confidence motion moved by a faction of ZPMs against Lower Subansiri District Zilla Parishad Chairperson Hage Kobing failed to oust him in the voting conducted here today at conference hall, Hapoli.

Kobing was alleged by the ZPMs of not maintaining transparency in the activities under Panchayati Raj institute in the district.

Of the 14 ZPMs of the district, only two voted in favour of no-confidence motion and one was found invalid. Vote of no-confidence motion was conducted by the Presiding Officer-cum-Member Secretary and ADC Nending Chatung under tight security.

 

Changlang district AVP sports meet held

ITANAGAR, Oct 12: A day-long district level Games & Sports Meet for all tribal youths was conducted at Changlang General Ground by Arunachal Vikas Parishad Changlang Unit on Oct 11.

Around 200 players from various circles of Changlang District participated in Volleyball, Long-jump, Shot-put etc in sub-junior, junior and senior categories for both male and female. Nearly, 65 boys and girls have qualified from the district and shall be participating in the state level, stated a release.

  Changlang Anchal Samity, Chairperson, Nongkhi Kamba, attending the concluding function called upon the sportspersons to go for regular practice to present their best in the upcoming state level competition and in national level competitions to be held on Dec 25th to 31st at Ranchi, Jharkhand.

 

Seminar on ‘Gandhian Movements’ at GCD

DAPORIJO, Oct 12: Government College, Daporijo conducted a departmental seminar of History on ‘Gandhian Movements’ today.

Circle Officer Koj Tacho attended the seminar as resource person and delivered the keynote address on the role of Mahatma Gandhi and relevance of his philosophy.

Principal Dr. Bijay Raji emphasised on the importance of seminar and exhorted the students to inculcate the Gandhian philosophy in their daily life. He also stressed on the need to maintain and uphold the principles of truth and non-violence as envisaged by Gandhi.

‘Mothers’ Vision’ clears dumping ground

AALO, Oct 12: Heaps of debris dumped by the entire dwellers of Aalo township on the left side of the road near Aalo Army Brigade was cleared in a social service conducted recently by the NGO, called, Mothers’ Vision.

Representatives from all households from Hissam Colony participated in the social work and erected fencing around the cleared site. Flower and tree saplings were planted after clearing the entire garbage. The NGO has appealed the people of Aalo  not to throw garbage in the cleared site. DIPRO

 

Release pending salary: AAPLU

ITANAGAR, Oct 12: The All Arunachal Pradesh Labour Union (AAPLU) in a memorandum to the chief secretary demanded early release of three month’s pending salary of labourers working under Art and Culture, Fishery, Forest and Printing departments. It further claimed that the bonus and arrear of some labourers have not been paid.

The Union warned of launching democratic movement if the demand is not fulfilled at the earliest.

 

AYO reiterates demand

ITANAGAR, Oct 12: Reiterating its demands, the Arunachal Youth Organization (AYO) has served an ultimatum to the chief secretary warning of agitation if the demands are not fulfilled within 10 days.

AYO has been demanding that the DDO power conferred to the various HoDs be shared with a Joint Secretary; HoDs and officers under grade A & B not to be posted at a sub-division or division for more than three years, uniformity in allocation of tender process across the state without partiality and abolition of deputation system.

 

Grievances remain unattended: AAPWU

ITANAGAR, Oct 12: Two days interaction session for the district presidents and general  secretaries of All Arunachal Pradesh Workers Union (AAPWU) concluded here today.

Addressing the participants in the programme, AAPWU secretary general Changma Tajo highlighted various achievements made by the AAPWU during last two years. He, however, lamented that despite repeated submission of memorandums to the state government for early redressal of grievances of labour force of the state, the Govt. is yet to implement the demands of the AAPWU. Some of the important demands of the Union include establishment of separate schools for the children of labourers in every districts, enhancement of pay and wages of organized and unorganized sectors, proper implementation of MACP arrears in favour of work-charge departments, establishment of  Labour Court in the state and appointment of  relatives of labourers under compassionate ground.

 

Training of staff nurse & ANM

ITANAGAR, Oct 12:  1st batch of two days training of newly recruited staff nurse and ANM on “Baseline Assessment on Core Competency” commenced from today at State Training Centre, NHM office, organized by Arunachal Pradesh State Health Society, Naharlagun. The training will be conducted in three batches till 17th October.

The newly recruited staff nurse  and ANM will be given hands on training on Partograph, Newborn Resuscitation, Insertion of Interval IUCD, Estimation of Haemoglobin and Measurement of blood pressure.

The trainers imparting the training are Kirjum Karga, DD (Nursing Council), Inu Borang, Vice Principal, Nursing School, Naharlagun, Netal Jamoh, Principal, Nursing School, Pasighat, Aruna Chaudhary, Vice Principal, Nursing School, Pasighat and S K Dey, Lab Technician, Arunachal State Hospital, Naharlagun.

 

APCTA Basar unit calls of stir temporarily

ITANAGAR, Oct 12:  The proposed 'Pen Down Strike' by the Arunachal Pradesh College Teachers' Association (APCTA) Basar unit has been temporarily called off in view of the DDO power delegated to ADC, Basar by the State Government and on his positive verbal assurance.

However, if the salary of August and September months  are not released within a week starting from Oct 18 by the concerned authorities, 'Pen Down Strike' will be carried out as a mark of protest against the unsympathetic approach by the state government, said a release by the APCTA Basar unit.

 

Society decries erratic power supply

ITANAGAR, Oct 12:  Stating that Tabio village under Leporiang circle is facing erratic power supply, the Leporiang Panchayat Youth Welfare Society (LPYWS) has urged for posting of a regular junior engineer at Leporiang to monitor the situation.

In its representation to the Executive Engineer (E), Sagalee Electrical Division, the Society also demanded that technical as well as field workers should be stationed at Leporiang to maintain the electricity connection in the circle.

It further demanded engagement of casual labourers to look after malfunctioning transformers and a power enquiry office at Leporiang.

 

Blood donation for Red Cross

ITANAGAR, Oct 12:  North East Student's Welfare Association, (NESWA) Gwalior, Madhya Pradesh organized a blood donation camp in collaboration with Red Cross Society, Gwalior on Oct 11. A total of 35 units of blood have been donated by the members of NESWA, for a humanitarian cause.  

The programme was led by Nabajit Padi, President NESWA in the presence of Dr. S D Sharma (SMO) in charge of Red Cross Society, Gwalior.

 

DPS Itanagar in regional quiz event

ITANAGAR, Oct 12: Abhiraj Palit (Class XI, Science) and Ayush Malik (Class X) studying in Delhi Public School, Itanagar have won the quarter final stage in All-India Inter-School Quiz competition organised by Reserve Bank of India (RBI) at Itanagar on October 9.

They will represent Arunachal Pradesh at the Eastern Zonal finals to be held at Kolkata in Nov this year. The National final will be held at Mumbai in December.

Sectary of Education Marniya Ete and General Manager, RBI, Guwahati Abhijit Majumdar were present in the program to encourage the students.

 

In-service teachers’ training held

DAPORIJO, Oct 12: A refresher in-service teachers training was conducted in all the nine education blocks of Upper Subansiri district from September 13 to October 12.

Conducted under the guidance of DDSE, ST Zara and in active coordination with District Pedagogy Coordinator Taluk Gumja, the resource persons from DIET Daporijo, Dr U C Ishwar and SB Singh provided training on the themes of Quality Monitoring Tools (QMTs), Teaching of EVS, Science  and Mathematics for the teachers not having substantial background knowledge of subjects and Continuous and Comprehensive Evolution (CCE). 3 win medals in All India Inter-SAI Boxing Championship

ITANAGAR, Oct 12: Three boxers from Arunachal Pradesh representing Sports Authority of India, Special Area Game Centre (SAI SAG), Naharlgun bagged one medal each in the just concluded All India Inter-SAI Boxing Championship at Rohtak, Haryana.

The medal winners were Nanu Sonam (Silver), Ken Natung (Bronze) and Jit Tayang (Silver).

HC stays MLAs’ resignation

ITANAGAR, Oct 12: The Gauhati High Court has stayed Arunachal Pradesh Legislative Assembly Speaker's decision to accept the resignations of two Congress MLAs — Gabriel Denwang Wangsu and Wanglam Sawin.

The Division Bench of the HC, while disposing the case of Gabriel Denwang Wangsu and Wanglam Sawin (petitioners) - vs- Speaker, Nabam Rebia (appellant), also stayed the notification declaring Kanubari and Khonsa East Assembly seats as vacant in its verdict on Wednesday.

It directed the Election Commission of India (ECI) not to go ahead with the plan of holding bye-polls in the two constituencies.

The  Gauhati High Court after considering the whole facts and circumstances of the case, inter-alia, stayed the operation of the impugned notification dated 01-10-2015 vide order dated 07-10-2015.

The Court further observed that prima-facie the requirement of Rule 200 (3) of the Procedure and Conduct of Business and the incorporated proviso to Article 190 (3) (b) of the Constitution do not seem to have been complied and directed the Election Commission not to take any action on the basis of the said notification.

Provisions under Article 190 (3) (b) of the Constitution and Rule 200 (2) of the Rules of Procedure and Conduct of Business in the Arunachal Pradesh Legislative Assembly cast an obligation on the Speaker to make inquiry regarding the voluntariness and genuineness of the resignation letters when the resignation letters are not submitted in person.

“The Speaker had without following the provisions as enshrined in Article 190 (3) (b) of the Constitution and Rule 200 (2) of the Rules of Procedure and Conduct of Business in the Arunachal Pradesh Legislative Assembly had purportedly issued a notification dated 01-10-2015 accepting our resignation and declaring our respective seats to have fallen vacant. The said notification was published in the evening of 05-10-2015 only immediately after submission of our withdrawal letters to the Speaker”, the two legislators observed.

 

 

Deru clinch 4 Gold for India in C’wealth Championship

ITANAGAR, Oct 12: Ace weightlifter Jimjang Deru has again made the nation proud by clinching four Gold medals on the first day of the Commonwealth Weightlifting Championship being held at Pune today. Deru created four Commonwealth records at the event in both Sub-Junior and junior sections, informed Daniel Teli, General Secretary, Arunachal Weightlifting Association.

Taking part in the Snatch section of the competition, Deru had created three consecutive records at a time by lifting 100, 104 and 107 Kgs, and made another record in Clean & Jerk by lifting 140 Kgs. With this achievement, Jimjang Deru becomes the first Indian to attain the feat.

While in the senior section of the Championship, Deru won Silver medal for India.

Secretary General of Commonwealth Weightlifting Federation, Paul Copa and President of Indian Weightlifting Federation, BP Byasya have congratulated Jimjang for this rare achievement.

Further, Army Colonel PS  Cheema, Commandant and Lt. Colonel Sameer Chadury of Army Sports Institute, Pune also congratulated Deru for making the nation proud.  Meanwhile, Sambo Lapung (69 kg) and Lalu Taku will vie in the under 69 kg category tomorrow and while Kojum Taba will try his luck in the 77 Kg category, informed a release.

 

 

Arunachalee boy killed in Dehradun road mishap

ITANAGAR, Oct 12: An Arunachalee boy identified as Hajari Chiri(21) was reportedly killed  in a tragic road accident when his motorcycle (Pulsar 180 bearing registration number UK07AN 1615) hit a crane near an ongoing construction site at the highway around 11 PM on Sunday in Dehradun. He was a 3rd Year BSc Forestry student in Dolphin Institute of Biomedical and Natural Science, Dehradun.

 Late Hajari was son of Anil Chiri of Nere Village in East Kameng district. He was also an incumbent president of Dehradun Arunachal Students Union.

The Ballupur Police informed The Arunachal Times that late Hajari was returning from his friends’ place when he met with the accident.  Police further added that 21-year-old died on the  spot after hitting the crane due to chest injury.  Late Hajari was wearing a helmet when he met with the accident.  

Police further disclosed the operator of the crane fled from the scene after accident without informing the police. However, the onlookers informed the police about the accident. By the time, the relatives and other Arunachal students arrived; Hajari had already breathed his last. Infuriated relatives who are also in Dehradun blamed the crane operator for the death of the young boy claiming that  the crane was parked haphazardly leading to his fatal accident. They appealed to the police authority to give exemplary punishment to all those including the operator who are responsible for the road accident.

The Ballupur Police has reportedly arrested the crane operator and detained the crane today.  The body of late Hajari was later handed over to the relatives after post mortem and taken to Delhi this evening to fly back home.

 

 

Physical target should commensurate financial target : Mithi

ROING, Oct 12: “Physical target achieved on the ground should commensurate the financial target”, said Mukut Mithi, MP (Rajya Sabha) while attending the 13th Governing Body Meeting of DRDA at Anchal Samiti Hall here today.

Mithi said that the achievement under MGNREGA 2014-15 is very dismal when compared with the target and urged to make some fact finding on it.

He asked the PD DRDA to play a proactive role to find out where the crux of the problem lies due to which there is large difference in budget and achievement, so that it can be properly redressed and bring improvement in the performance.

Mithi also called for rational funding pattern and to use the funds judiciously. He further suggested that the Annual Action Plan should be prepared early and the budget should be dispatched in the beginning of the financial year. ZPC Sipi Elapra Linggi, while chairing over the meeting called upon the members present to cooperate and help find out the lacunae for improving the performance under MGNREGA. She informed that during the year 2014-15, the quantity of CGI sheets has been increased to 60 pieces from 30-40 in the preceding years and good quality CGI sheets were distributed to the beneficiaries under IAY.  

Deputy Commissioner cum Chief Executive Officer DRDA, Ravi Dhawan, suggested the PRI leaders to generate sustainable assets from MGNREGA. He said that the funds should not be kept unutilised.

PD DRDA, Tage Tado while clarifying queries sought the active cooperation from the BDOs for fact finding. He asked the BDOs to carry out intensive tours and monitoring in their respective blocks. He further assured to bring improvement in the performance of the DRDA in Lower Dibang Valley. He also presented the physical and financial achievement of various schemes under DRDA for the year 2014-15 and also presented the Annual Action Plan 2015-16 which was approved by the house. Students trek and bird watch at Pakke Reserve

ITANAGAR, Oct 12: As a part of the 61st National Wildlife Week celebration, students from various schools of Tippi- Bhalukpong area were taken for one-day trekking cum bird watching in the Pakke Tiger Reserve on October 10 last. It was organized by Tippi Wildlife Range Office.

More than 30 students trekked for about 10 kilometers inside the reserve forests.

Award winning range forest officer Kime Rambia explained in detail how the birds, butterflies and other small insects play vital role in pollination of flowers and seed dispersal, which spread and protect the forest.

Later, during the trekking, students spotted and identified various species of Hornbills, Barbets, Drongos, Minivets, Eagle, Bee eaters, Orioles etc with the help of binoculars and field guide books provided by the office.

The programme ended with a pledge by all the participants that they will never consume wild meat and will also discourage others from hunting and consuming wild animals.

 

 

Nyibus should raise spiritual discourses

for society’s uplift: Dr. Beda

ITANAGAR, Oct 12: Secretary Tourism Dr. Joram Beda urged Nyibus/priests to not limit themselves to physical healing but raise the spiritual discourses, guidance for uplift of society.

He was addressing the inaugural function of a priest convention, which was inaugurated by RGU Vice-Chancellor Prof. Tamo Mibang at Bharat Scout & Guide Centre, Naharlagun on Saturday.

We have to institutionalize our religious sects and priest community and document the rich heritage of folk tales and songs, Dr. Beda said adding that a research institution will also be established by IFCSAP.  He further suggested stopping of animal sacrifice.

Prof. Tamo Mibang, described the priest convention as milestone in the history of the state and said that the social life of the state revolves around the priest community. He said that Donyi-Poloism is not worshipping the celestial bodies like the Sun and the Moon but is beyond the supreme creature of the universe, seen and unseen world. He further suggested giving a uniform nomenclature for the prayer hall. Prof. Mibang later launched the website of IFCSAP (www.ifcsap.com) on the occasion.

IFCSAP vice president (HQ.), Gichik Taaza spoke about the history of various priest associations; importance of indigenous faith and role of priest; community organization and priest and stressed on the need to discuss modifications and rectification of traditional practices; indigenous prayer halls and role of priest; welfare activities for priest community etc.

Apart from IFCSAP president Dr. Ligu Tacho, CABE member and President Vivekananda Kendra, Arunachal Pradesh, Dr. Joram Begi, founder president Dr. Tai Nyori, secretary general Bai Taba and  president priest wing Tama Mindo, a large number of devotees of Kargu Gamgi, and Meder Nello, Naharlagun also attended the programme.

A two-day technical session also commenced on the occasion wherein topics like; reason behind conversion; in ritualistic view, the role of priest in protection, promotion and preservation of indigenous faith, participation of priest in protection of indigenous prayer hall and welfare activities for priest community will be discussed.

 

 

2nd State Boxing Championship ends

West Siang, Kra Daadi win senior men’s

and Sub-Jr. Boys titles

ITANAGAR, Oct 12: West Siang won the men’s senior championship title in the Second State Level Boxing Championship which concluded at Rajiv Gandhi Stadium, Naharlagun today.  

The West Siang team bagged two Gold and as many Silver medals in a highly competitive senior men’s championship where no team could win two gold medals barring the champion team and Kra Daadi.

Kogan Potom (West Siang), a student of Gorkha Training Centre, Shillong, beat Hammar Wai of East Kameng in senior men’s 52 kg category to win gold. The second gold medal for West Siang was bagged by Tenden Meiti in 69 kg category. He defeated Bamang Tanying of Kra Daadi. Gumin Gara and Robert Digam won a Bronze medal each for West Siang.

Kra Daadi finished second in men’s senior category with two Gold and one Bronze medal.

Dari Laknia and Sanjay Techi Tara bagged one gold medal each for Kra Daadi in the senior men’s category.

Veteran boxer Laknia out boxed Jemes Mawia of West Kameng in 60 kg category while Sanjay had walkover against Tarh Lucky to win the Gold in 81 kg category.

One of the state’s promising boxers Karling Natung from East Kameng defeated another promising boxer Aadu Milli of Dibang Valley in men’s 56 kg category to win Gold.

Papum Pare won one Gold, four Silver and one Bronze, East Kameng won one Gold, one Silver, Upper Subansiri bagged one Gold and one Bronze. West Kameng bagged one Gold and one Silver, Longding bagged one Bronze, Boxing Capital Complex bagged three Bronze, Kurung Kumey bagged five Bronze and Tirap and Dibang Valley bagged one Silver medal each in Senior Men’s category.

The Sub-Junior Boys Championship title was won by Kra Daadi. The champion team won eight medals--four Gold and as many Bronze.

Upper Subansiri finished runners up in this category with three Gold and five Silver medals.

Techi Bida of Papum Pare, who beat Ghanshyam Chettry to win Gold in senior men’s 49 kg category, was declared Best Boxer (in Senior Men’s category).

Dolang Sonam of Kra Daadi was declared ‘Best Boxer’ in Sub-Junior Boys category while Yadum Baja of Upper Subansiri was declared Best senior Women Boxer of the championship.

All the medal winners were awarded medals and certificates.

Women’s boxing was introduced for the first time in the state level championship this time.

Superintending Engineer (PWD) Techi Ratu, Director (Youth Affairs) DK Dinglow, Assistant Director (Youth Affairs) Ramesh Linggi, Director Sports Tadar Appa and Assistant Director (Sports) Mala Linggi, Senior Medical Officer of ASH, MD Physical and Rehabilitation,  Dr. Minggam Pertin, officials from Arunachal State Badminton Association Kalyan Dutta, Penya Bagra were present, among others, on the concluding day, and witnessed most of the final bouts.

Meanwhile, the officials from the 58th Gorkha Training Centre (GTC) of Army Boys Sports Company, Shillong, have short-listed four budding boxers during the championship. They are Gollo Taru of Papum Pare, Dolong Sonam of Kra Daadi, Dobiam Don and Kojeem Tameem both from Upper Subansiri. They will have to undergo the selection trial for enrollment in the GTC.

 

 

East Kameng Veteran Football Championship begins

SEPPA, Oct 12: East Kameng Veteran Football Championship organised by the East Kameng Football Association (EKFA) began at General Ground, Seppa on Oct 11.

Secretary Sports & Youth Affairs, Dani Salu attending the opening ceremony briefed on the provisions of the state sports policy. There are cash incentives and prizes for the achievers in sport events at national and international level with 10% job reservation in police departments and 5% in other departments, he informed.

DC Sandeep Kumar Singh speaking on the occasion said that winning is important but participation is more important to make the tournament a success. He urged the players to abide by the pledge and follow the decision of referee and maintain spirit of the game.

The inaugural match was played between DC-XI and Pappu-XI in which the former won by 3-0 goals. Samo Flago, Rajesh Neri and Tanio Cheda scored one goal each for DC-XI. DIPRO

 

 

Sanitation campaigns reach remote Jengging villages

YINGKIONG, Oct 12: As a part of National Sanitation Campaign from Sept 25 to October 11 under Swachh Bharat Mission (Gramin), the PHE & WS Division, Yingkiong conducted mass sanitation awareness camps at Moying, Bomdo  and Janbo villages under Jengging block recently.

The awareness camp in these villages comprised of mass sanitation rallies, social services, hand washing training, essay and painting competitions and interpersonal communication. The camp was attended by the PRI members, Goan burahs, public, teachers and students of Govt schools.

These camps were conducted to create mass awareness among the rural populace for constructing sanitary toilets in every household, promoting cleanliness and hygiene to improve the health and hygiene status, elimination of open defecation, the importance of hand washing in daily life, the necessity to save water and safe drinking water and solid and liquid waste management for cleanliness in rural areas.

Nikita Panggam, CO Jengging participated in the sanitation camp at Janbo village wherein she asked the villagers to construct sanitary toilets in every household and maintain cleanliness in the village.

The incentives to households with sanitary toilets were also paid during the awareness camp by the department. The department also donated drinking water filters to Moying and Janbo ME schools during the camp. The awareness camp was conducted under the supervision of Er. "Dadri lynching 'serious' violation of human rights"

New Delhi, Oct 12 : National Human Rights Commission (NHRC) today described the killing of a man in Dadri area of west UP last month as "serious" violation of human rights but expressed inability to take any action, saying the matter was already with the Minority Commission.

The Acting Chairperson of the NHRC, Justice Cyriac Joseph, said that the panel had no jurisdiction to take cognisance of violation of human rights if another Commission has taken note of it.

"Dadri incident is a very serious violation of human rights and some complaints have come to us. But, under the statute, we have no jurisdiction to take cognisance of violation of human rights if already another Commission has taken note of it.

"This is the restriction of the statute imposed on us.

However, Justice Joseph said he was exploring the possibility of doing "something" in the matter.

"As Minority Commission is dealing with the case, we cannot proceed with it, however, we are examining it and also exploring the possibility of doing something in the matter," Justice Joseph said at 22nd Foundation Day of NHRC today.

Section 36 (1) of the Act states that the Commission shall not enquire into any matter which is pending before a National Commission, State commission or any other Commission duly constituted under any law.

On the issue of beef ban leading to serious law and order situation, Justice Joseph said even though the Commission has not formed its stand on the "complex issue", it is bound to protect the "citizens' right to food of their choice."

"We have a democracy here and all those who are involved in the democratic life of this country, be it the political parties, the law enforcement agencies or judiciary etc, everyone should be concerned," he said. PTI

Don't let situation go out of control

The kind of intolerance India is witnessing at the moment is frightening and does not augur well for the future. Recently a man was killed at Dadri in Uttar Pradesh allegedly for consuming beef. Instead of condemning the gruesome killing few members of saffron brigade justified the killing.  Also in recent days many Sahitya Akademi winners have returned their awards as mark of protest against killing of writers like Kannada scholar and rationalist MM Kalburgi.

 Today in another shameful incident, members of Shiv Sena which has been opposing the book launch of former Pakistan foreign minister in Mumbai threw black ink on Sudheendra Kulkarni, the organizer of the event. Kulkarni also alleged that attackers abused him and threatened of dire consequences. This kind of attack is growing across the country. Such is the situation that today if your opinion differs with that of the ruling establishment you can be termed as anti-national. India has never witnessed this kind of intolerance in the past. However in a heartening move, politicians cutting across the party line today strongly condemned the incident. Senior BJP leader L K Advani said there must be place for a different point of view in democracy and expressed concern over growing incidents of intolerance. It is time government of India in coordination with the state government take strong measures to stop this kind of incidents. If timely action is not taken, situation may go out of control.

Central offices in Arunachal Pradesh

Dear Editor,

Central govt have established some offices in the twin capital of the state. These offices have all required comforts and Officers and staff are normally posted from central/regional cadre.

If the performance or achievements of these establishments are perused or analyzed, it is found that even with available required infrastructure with them, they are failing to deliver well to the state.

In three years of tenure, they take the first year to study the past activities, visit sites, that too northern part of this State and in the 2nd year they plan what they will do; arrange some meetings/workshops in expensive hotels with expensive tea, lunch and dinner. And in the 3rd year, they start calculating on which date they will receive their transfer order by e-mail. Oh, in the mean time, they do not forget to avail their legitimate leave with air fare etc.

During an event few months back in Itanagar, where I was a participant, there were lot of assurances from the representing officers of a central organization to the participants. Participants having been lured start dreaming for advancement of the community and the State. Then they approach such offices soon after the meeting/workshop and submit applications following the advices of the speakers of the organizations.

Thereafter, time comes for the applicant to prepare a big file with hundreds of queries; in the mean time, the applicant has to meet the officers personally for series of discussion in her/his office chamber and come back with assurances.

More or less, 6 months shall pass and all of a sudden, the applicant receives a letter that there is no fund for the scheme/program or the scheme has been abandoned.

It had happened with R.K.Mossang Memorial Society, Jairampur. Having been assured by the General Manager and the Deputy General Manager of a central organization, Itanagar in a workshop organized by them, the NGO had submitted an application seeking financial assistance of Rs.72,000/- (Rupees seventy two thousand) only for an exposure visit to Ruksin to get knowledge on rubber cultivation by 20 progressive farmers of economically backward Changlang district. But as usual, after 6 months that too after series of discussions with the Chairperson and the Secretary of the NGO and many correspondences later, the proposal was turned down on the ground of not having fund. It was not shocking news for the NGO since it had experienced the same in case of establishment of a Rural Mart through two woman SHGs from Jairampur and Khonsa.

These offices seems to think that Arunachal Pradesh consist only of Itanagar, Aalo, Tawang, Bomdila and Ziro. They are ignorant about other parts.

These offices should have 100% officials from North Eastern Region. With few exceptions, these central govt organizations working in the state don’t seem to appoint officers and staff in senior category.

Ridiculously, an Officer of the Central Board posted in Itanagar can only converse in English and his mother tongue. Most of them are from outside and obviously ignorant about this State and its people. In such a situation, what sort of development can they think or the State can expect?

A legal notice of Rs 2 Cr.

Dear Editor,

When I received a legal notice from MLA Kalikho Pul, through his advocate claiming Rs. 2,000,00,00/- (Rupees two crores) from me, it brought utter shock and havoc in my mind.

I spent sleepless nights without meal for several days as to how and from where such huge amount could be claimed through the lawyer by Pul. I am from a poor family and not in a position to meet my bare needs. Even after the summation of my all movable and immovable property, it is not worth Rs. 5 lakhs. Due to excessive mental and emotional trauma because of the notice, my health has deteriorated badly.

I accept that I have participated in the press conference conducted on 24th April’ 2015 at Press Club, Itanagar as a member of Anjaw Anti Corruption Jagruti Movement (AAGM). I joined the AAGM to get in-depth look into the developmental activities in my area and observed that there is mismanagement of huge amount of fund in every department. The most serious is seen in the Halaipani Hydel Project and motorable suspension bridge over Lohit River at Manchal. The Halaipani Power Project was first undertaken by Power (Civil) department in Anjaw District in 1997 with an estimated cost of Rs. 51,37,00,000/- vide Govt. Order No. PWRS/EC-l/EST-58/%- 97/1862-68 dtd. 23/03/1997. Till date the Halaipani Hydel Project has not been accomplished.

 It is evident that Rs. 1309.79 lacs was sanctioned for construction of motorable suspension bridge at Manchal from NLCPR by Calcutta based Damoder Ropeway Construction Company in the year 2007. The amount has been completely drawn leaving only 1 crore in departmental custody without starting any work at Manchal. The completion period was only 2 years but till date no work has been initiated.

I would like to convey that I have neither mentioned Kalikho Pul’s name nor have I said he has directly misappropriated the fund.

Pul has been an MLA since 1994 and served the state in various capacities like Minister for Finance, Power, Land Management, RWD and Health and therefore all positive development and negative fallout in the district is credited to him.

As a responsible citizen of Anjaw District, have I not got the right to ask/enquire about the every developmental activities taking place in my own area?

Have I not got the right to expose before media on the untoward activities taking place in the name of development in my own area?

It must be clarified whether the long cherished venture of Halaipani Hydel Project and motorable suspension bridge at Manchal have been accomplished within the time frame?

Pul through his lawyer has claimed Rs. 1 crore on account of loss of reputation. May I know from him that what scale or unit has been taken to estimate the amount? Similarly, he has claimed another Rs 1 crore on account of damages for mental agonies, torture and physical harassment. But he has forgotten to describe the intensity and degree of agonies, torture and physical harassment.

In the light of above mentioned facts, I once again remind him that I have no personal enmity with him. I have neither given any derogatory statement against him nor blamed him of misappropriation in the two mentioned projects.

I am only trying to dig out the truth in front of the society for all-round development of our society.

Now, he has unnecessarily imputed emotional and mental harassment by issuing arbitrary and prejudicial legal notice by claiming Rs. 2,000,00,00/- (Rupees two crores) from a poor and helpless person like me. I request him to refrain from serving such biased and arbitrary legal notice which has got no weight in the eyes of the law. If Pul does not stop emotionally torturing me, then I am bound to place my grievances before every law interpreter.  He may issue me a letter of clarification at an earliest possible time to avoid further complicacies.

Rono Hills need attention of all

Dear Editor,

The Rajiv Gandhi University, Rono Hills is facing lots of problems but none of the problems are being given importance by concern departments and the government. Scarcity of water in campus, absence of boundary wall and the dilapidated road condition are some of the issues. Series of memorandum, proposal and the talks have been made but there is no result till today. Recently, the RGUSU team headed by President had met Kiren Rjiju MoS (Home affairs) to appraise him about the water problem.  In September 2015,  the union had submitted a memorandum to Secretary of Planning, Govt. of Arunachal Pradesh to include the augmentation of water treatment plant proposal in the priority list of Annual Operating Plan under NLCPR.

The University Link Road is in a very bad condition which comes under the purview of PWD, Doimukh Division. The students union had submitted an appeal letter to concern Department but no initiation has been taken till now.

There is total absence of drainage system which cause the erosion of road where the buses run every day, carrying hundreds of students.

Our university is frequently visits by dignitaries and research scholars from outside the state so it is a matter of shame that the road connecting to central university is in such a bad condition. In our state there is a rich tradition of decorating the road when there is a visit of central minister but fails to realize that it is the people of state who walk, drive and use the road every day.

Hence, it is my humble appeal and request to the concern authority and the Govt. of Arunachal Pradesh to save the prestige of university and state as a whole. I also request the media fraternity to give due space for such grave issue instead of giving high and priority space to the programmes and function, because we believe media is the only medium through which our issues and sentiments is conveyed to all.
